Q:
Our cold water valve will not open. The handle turns, but no water. I have taken off the handle and looked at the valve stem and there are no signs of wear or stripping. I can sightly finger turn the stem and it moves, but no water. I don't want to use pliers or vise grips on the stem and strip it out. The faucet is for a master tub, installed about 5 years ago and very infrequently used. Hasn't been used for at least 6 months. I have checked out underneath and no signs of leakage.

  You should contact American Standard directly, at 1-800-442-1902 options 1-4-1, you may have been viewing the parts that are on the faucet deck, and not the actual cartridges which on in R800 valve. You could also view the repair parts to see if you were looking at the right items.

Q:
What is the purpose of the RUBBER RING (911903-0070A) if water trapped inside the spout can escape through the 3/16" DIA. HOLE? I believe one of the two seals must be failing (M961478-0070A SPOUT SEAL KIT).

When I installed this faucet about a year ago with no noticable leakage from the underside of the spout. Neither of the spout adapter seals appear damaged, though the inside (smaller seal) does not seem particularly snug around the spout shank.

I tried packing the inside of the spout adapter with plumbers putty and I put a light layer of teflon tape over the outer spout seal (it didn't look like it was protruding past the surface of the spout adapter). The spout escutcheon has always been able to slightly float under the spout and the RUBBER RING does not seem to serve much purpose. I was not able to completely eliminate the water leakage, though I did reduce it by about 98%. I would prefer a 100% fix as I do not want a to experience dripping from the kitchen ceiling ever again!

  Call into the warranty / technical line at 1-800-442-1902 options 1-4-1, for in-depth diagnosis. The rubber ring should've been sufficient to keep water going under the deck. I would try a thin bead of 100% silicone caulk around the escutcheon.

Q:
The hot water handle just spins around and won't turn off the water. We disassembled and the O-ring was torn, can you give me the part number for a new O-ring plus a new valve. We are not convinced the O-ring will fix the problem.

  Based on your description of the problem, the handle adapter may have stripped. A stripped handle adapter will cause the handle to spin and not properly engage the valve.
